Azure IAM Maps Where Entra ID Governance Lifecycle Workflows Fall Short Of MIM

Oct 27, 2026

Azure IAM, LLC compares Microsoft Entra ID Governance lifecycle workflows with the workflows a Microsoft Identity Manager estate actually runs, lists the documented limits, and explains which MIM workloads fit the cloud model and which need SailPoint IdentityIQ.

-- Microsoft positions Entra ID Governance lifecycle workflows as the cloud successor to the joiner, mover, and leaver automation that Microsoft Identity Manager (MIM) has run on premises for a decade. Teams planning a MIM exit ask a fair question: what are the real limits of Entra ID Governance lifecycle workflows versus MIM? Azure IAM, LLC, an independent identity consulting firm that migrates MIM estates, says the limits are documented, specific, and decisive for some environments and irrelevant for others. The firm's MIM migration method is described at https://azureiam.com/mim-to-sailpoint

What lifecycle workflows are. A lifecycle workflow is a scheduled or on-demand job that runs a list of built-in tasks against Entra ID users who meet an execution condition: a number of days before or after employeeHireDate or employeeLeaveDateTime, an attribute change, a group membership, or a manual selection. The tasks are the ones Microsoft ships: send a welcome or reminder email, generate a Temporary Access Pass, add or remove groups and Teams, assign or remove licenses, request or remove access packages, update up to ten attributes, enable, disable, or delete the account, and run a custom task extension. Everything the catalog does not cover routes through that last task, which calls an Azure Logic App.

The documented ceilings. Microsoft's service limits page for Entra ID Governance lists them: 100 workflows per tenant, 25 tasks per workflow, 100 custom task extensions per tenant, five administrative scopes per workflow, ten users per on-demand run, and a trigger offset of no more than 180 days before or after the date attribute. Scheduled workflows run every one to 24 hours, three by default. New task types cannot be created; Microsoft's own FAQ directs anything outside the catalog to a Logic App.

Where MIM shops feel it first. Azure IAM groups the practical gaps into four.

Users only. Lifecycle workflows act on user objects in Entra ID. MIM's sync engine and its request pipeline act on any object type in the metaverse: groups, contacts, computers, and custom types such as locations, cost centers, or applications. A MIM estate that provisions and expires groups, maintains organizational units, or governs a custom object class has no equivalent task to move to.

Cloud groups only. The add and remove group tasks support Microsoft 365 and cloud-only security groups. Mail-enabled, distribution, dynamic, and role-assignable groups are excluded, and so are groups synchronized from Active Directory. Reaching an on-premises group requires Cloud Sync group writeback of a cloud-created group, which is a redesign of the group model, not a task setting.

Hybrid accounts come with conditions. For users synchronized from Active Directory, the enable, disable, and delete tasks need the Microsoft Entra provisioning agent, a group managed service account with rights on the user objects, and the Active Directory recycle bin for deletes. The disable task skips any user who holds an Entra role or belongs to a role-assignable group. The update attributes task touches only directory extension attributes on synchronized users. Triggers fire only after Connect Sync or Cloud Sync has carried the change to the cloud, so a termination keyed in Active Directory waits for a sync cycle and then a workflow cycle.

Custom logic lives somewhere else. MIM workflows are Windows Workflow Foundation activities with arbitrary .NET code, and MIM rules extensions run inside the sync engine against every connected system. Lifecycle workflows externalize all of that to consumption Logic Apps with a bounded wait and a per-tenant cap of 100 extensions. A Contoso-sized estate with forty rules extensions and a dozen custom activities ends up with a Logic Apps portfolio to design, secure, and monitor.

What fits well. Azure IAM is direct about the other side. For cloud-first joiner, mover, and leaver tasks on users, lifecycle workflows are simpler than MIM, auditable from the admin center, and protected by execution limits that quarantine a misconfigured run before it disables half a directory. Temporary Access Pass onboarding, license cleanup, access package assignment, and timed deletes after termination are better in Entra than they ever were in MIM.

The decision. The firm's assessment inventories each MIM workflow, management agent, and rules extension and sorts them into three buckets: moves to a lifecycle workflow as is, moves with a Logic App, or does not fit the model. Estates that end up with group lifecycle, non-user objects, non-Microsoft targets, or heavy custom code in the third bucket are the ones Azure IAM takes to SailPoint IdentityIQ, where workflows, rules, and connectors operate on any object and any system. MIM 2016 SP2 remains supported until January 10, 2029, so the choice can be made on fit rather than deadline.
